New climate change plan?

I saw this article today in the news: a plan that would let countries set their own climate change goals is being considered. This plan would abandon the idea of a successor to the Kyoto protocol of 1997, which was difficult to agree on because of the idea of how much developing countries would need to contribute.

Some people are worried that even if all countries agree to this plan, our contributions might be too little to make any real difference.
